The specification file is under Apache-2.0 LICENSE and is copied from
[grid-coordination](https://github.com/grid-coordination/openadr3-specification/blob/main/3.1.0/openadr3.yaml) github repository.
It is modified slightly so that it will pass when using the [OAS](https://oas.hexdocs.pm/) decoder.
